Surging problem

After driving for a little while (30-45 minutes) when I come to a stop, especially if I'm slowing down from around 50-60, when I finally get down to about 5 mph and my rpms are at about 700 (idle) they will jump out to 1000 just before I am completely stopped. When I am stopped, my idle is steady and i don't have any other problems (car drives fine) I searched the forums for surging problems and couldn't really find an answer. Perhaps because it's kinda hard to explain the problem. Any help is appreciated.

Btw, I have an 03 lincoln ls v8.
 
Just a thought

Could be a vacuum leak somewhere, check all fittings for tightness. Or the IAC is going bad,,,,it controls the idle. The device is located on the throttle body by two nuts and electrical connector. Easy to find and replace. 5 minutes.

There's no IAC on the 2003 and up LS's.
 
Really?

I thought the 03's had one and the 04's and up did not.
 
03 is the same engine as 04. The Throttle by Wire throttle body controls idle speed. Its all in the computer. Might have to take that to the stealership to get it diagnosed.
 
Once you are stopped, does the idle drop back to 700 or does it stay steady at 1000? Mine does the same thing, but it's just where the transmission kicks down to first gear right before you stop.
 
Thanks for the input fellas. The rpms kick up to about 1000 and then they come back down and stay steady at 700 when I'm completely stopped. I just dont think my rpms should raise at all if I'm coming to a stop and my foot is on the brake and not on the pedal. It's just annoying every time I come to stop and get that little extra push forward.
