alright so I replaced my throttle linkage that broke the other day go and take her for a spin and she doesnt want to turn. How can you tell if the rack is bad or if the pump or hoses are bad

A quick, because you overlook the easy things check; is the fluid full?

nope its actually a little low. but it turns to the right ok but wont turn left....

K, filled up to max line.... still not any better

If it won't turn left at all, and it did before you changed the cable, about the only thing that would do that is something physically in the way of the shaft or tierods/suspension, etc...
Have you looked underneath to see if everything is where it should be and not hitting anything that moves on the suspension/steering? Check the lines to make sure you've not pinched them etc when you jacked it up?? If it's just stiff turing left, check the lines as said to make sure nothings broke/pinched etc...
