Steering wheel shake at 35mph

Hello all. Have a 2000 Lincoln LS that seems to have a shaky steering wheel but only around 35-40mph. Slower or faster than that, no shake whatsoever. I checked the outer tie rods last night and they look great. Gave the wheel a tug as well with no real play.

The upper control arms look somewhat okay. The rubber boots are split but there isn't really any play with them. (would still like to get these replaced but for not I don't think it is causing this issue?)

What else could it be?

Have you tried rotating (swap front with back) the tires to try and rule out balance and roundness issues?
 
I once had a shake at a specific speed in another car and new wheels and tires solved the issue.
 
The car does need some new front tires so that could very well be it! Can't believe I didn't even consider that...
