Steering Dampers

I have a 2000 Lincoln LS V6 with 94000 miles. Lately ive noticed that while driving at low speeds the steering wheel would shake from left to right constantly so i did a little research online and according to the article i read they said that the steering dampers are worn is this the actually name of the part because i would like to have this problems fixed it is driving me crazy http://wiki.answers.com/Q/What_causes_a_shaky_steering_wheel
 
The LS doesn't have a steering damper. You mostly see those on trucks and older cars. Its not common to see them on vehicles with Rack and Pinion steering systems, but they are out there.

How old are you tires? When was the last time the car had an alignment?
 
Just put brand new wheels and tires on the car thinking that would solve the problem but it didnt when i noticed this problem i got the tire aligned but that didnt seem to fix the problem. what else could cause the steering wheel to shake from left to right also could Replacing the front control arm rubber bushing/mounts fix this problem
