Stabilizer Bar Link ?

Probably a silly question but I am getting ready to do the struts finally and the service manual mentions some sort of hex holding feature to help getting these off. Question(s) is 1) Is the grey cap some sort of boot that I pop off to lock this thing down when I try to get it off and 2) what the heck is a hex holding feature??
