Shimmy and Tie Rod Ends

My car is a '98 LSC with 120k. I put new brake pads and discs last year and bedded them properly. I have recently developed a shimmy in the right front under hard braking. I am guessing tie rod, but wonder if I need to rebuild all bushings and points to alleviate this problem? I am hoping to put off a complete front end rebuild until this winter when I plan major engine and trans. work. Am I fooling myself? If this were a standard steel suspended Ford I would replace both tie rods, adjust the toe, have all four aligned and drive. I want to always have air at the corners. Suggestions?
 
Replaced tie rod ends and upper control arms and voila - no shake. Thanks for all the input.
