Shifting problem

Looking at purchasing a 94 that has a shifting problem. The car will shift, but to get it to shift youve got to let off the accelerator. Of course, I think transmission, but in my limitted tranny experience, I'm not sure. Could it be the throttle positioner switch???

I have another tranny to stick in it if I need to, but thought I would ask.
 
Does it feel like it goes into neutral before it shifts if you push it or does it just hold in the gear longer than it should? Hoe does it shift when it finally does, smooth, harsh, delayed?

It shifts smooth. It just wont... unless I let off the pedal. When you let off, it will shift, then you can get back into it. Does not matter how you accelerate.
