What exactly does this mean and entail? Assuming something electrical since it's an electric parking brake?

Could be electrical, or mechanical. The place to start is to read the OBD codes (need a Ford specific scanner, like Forscan).
Did you follow the message center instructions to re-initialize it?
Is your battery good?
Is your DCCV good? (Bad DCCV can cause noise that confuses the EPB.)
Are your rear pads in good shape and reasonably thick.
Are the rear caliper working correctly?
Are the parking brake cables attached and in good shape.

I have a scanner yes and it didn't pick up any codes not for that at least. I'll have to check out the rear brakes today. Didn't realize that would play a role. Thanks what's DCCV?

You need a better scanner then. There definitely are codes from the EPB. There's no telling what else you are missing.
Dual Coolant Control Valve. It controls how hot or cold the air coming out of the vents is.

That's probably why my service parking brake message came on sometimes, cause one of my rear calipers was leaking. Hasn't come on yet scince using it after getting the caliper fixed.
