Rust

So is POR-15 the way to go on a rusty car? I haven't been underneath it yet, but from the looks of the door, and the little I can see from the back, its rusty as hell. I'd like to keep the car and fix the rust if possible, on the bottom panel, I will cut it off and replace it with a new one, and the door also. Any replies will be appreciated, thanks.
 
POR-15 needs rust, they also sell some other prep things if the parts aren't rusty. we did a chassis on a 1940 Ford and a paint job buy a bunch of little kids it lasted pretty long even after about ten years of sitting it didn't show much rust. Important note don't let it get on your skin or it will take months to get it off
 
getting it on your skin is no joke. That stuff has to wear off and it's tuff stuff.
