replacing ballast

whats the best way to go about this? ive heard on here that taking the bumper cover off makes it accessable? how hard is that? And if i didnt want to do that wheres a good place to remote mount it? weather should be beautiful tomorrow and i dont have to work so thats when im going to make an attempt.

The stock Gen 2 HID Ballasts?

You can get to them by removing the valance panel under the bumper.

thanks dlf thats exactly what i did, and helped immensely. heres my problem now, both ballasts wont work on the driver side plug, coming out of that harness. i swapped my new old ballast to the passenger side and ran it off that plug and it worked. i have like 2.6 volts going to the drivers side (bad?) plug that goes to the ballast. is that not enough? is there maybe a fuse bad somewhere? A pinched wire? WTF this is a massive headache
