rear window antenna works, but is nearly wortheless...what gives?

My antenna for the radio works, but it's real bad compared to a normal antenna. Is this just how it works, or is there a trick to making it work better? I know it's functioning, because I just sold my crown vic that had the same antenna, and it didn't work at all.

Maybe there isn't a good connection with the plug?

Mine worked fine when I used it.
