I recently installed some new Firestone 275/40-17 tires on 17x9 rims with a 36mm offset on the rear of my '98 LSC. I ran into some clearance issues, so I bought a new toy. :D

I released the air in the rear bags, disconnected the sway bar and jacked up the wheel/tire to see where the problem was. Took about an hour to do each side, with the liberal use of a heat gun to minimize the paint cracking.

No more problem! ;)

Looks good, but I'd think your still going to rub where the fender meets the bumper cover...

Maybe, but that's just plastic, it'll rub away, ;)
Yes, right to the screws and metal fender ;) (I had to do this to mine too.)
Cool tool that Easwood makes. The roller will fold that in a little bit too, the heat gun the plastic, perhaps enough to clear. Mine only rubs very slightly now on hitting a big bump at highway speeds (speed lowered). and sometimes pulling into entrances with a short steep hill...
