Rear end pulls to the right when braking

I've had my 04 Navigator since January of this year. I noticed when I test drove it that when I applied the brakes somewhat hard that the back of the vehicle would seem to pull to the right real quick then "gather itself" as I let off the pedal. I assumed this was due to needing brakes or just the fact that the vehicle is lighter in the back end. I have replaced pads and rotors all the way around as well as changed the brake fluid. My question is: Is this normal for these vehicles and if not any ideas to cure it.
 
I don't have any experience with the Navigator but I would say that that isn't normal breaking for any vehicle. As for ideas I would jack the rear up and apply the breaks while spinning the tires to see if they both grab the same. Maybe even with the vehicle on if you have two wheel rear drive. Also shocks control dive when breaking. Maybe you have a bad one. Check bushings and other suspension parts too.
