pulley worries

I got the pulleys for the hydrolic fan pump and the steering pump off with a cheap puller the two piece deal..... putting them back on is so tight I cant even think straight and I am questioning how far to go I was expecting the pulley to bottom out but it looks like im getting past the point like im past the harmonic ?? or its an optical illusion do I just bottom out or do I have to line them up somehow with the harmonic ?

so after installation that was very viscous / I had two breakers and a belt wrench wedged against the motor installer tool is limited to direction and will just spin off your inner bolt you have to be careful not to let the pulley spin ...anyway I winded up looking at uneven depths of putting the pulleys on ive got an inny and an outy there is some play on the pumps but im lacking confidence on aligning the belt up to quiet and worry free operation
