Problems with Headlight Alignment

So heres the thing I used a 4mm socket to align my headlamps and i start with the bottom screw and when im tightning the screw the bubble on the level tends to go to the other sid and if i unscrew it just a little bit like nothing it goes to the D and i cannot take them to "0" which is what i want to do since my HIDs are pointing down

Please HELP ME!!!
 
Anyone?? drove the car a liittle back ago and i just parked on a parking lot and adjusted them looking at the pattern...coming back home it was a little much better than what it was

PLEASE HELP!!!
 
My 0s are all the way off. I just parked the car straight at the wall and adjusted all of the lights to be balanced and on a normal level.
