PCM computer communication problem?

I have a 94 and I cannot connect to the computer to pull or reset codes. I have tried it with a cheap / simple OBD 1 scanner and a Snap On "does everything" professional scanner. It seems to have an error when trying to communicate, I cannot "connect" to the computer. Is this a problem with the actual PCM or could it be a wiring problem between the connector and the PCM? Is there an easy way to find out? I have not yet brought it to Ford, don't feel like spending $100 to diagnose it. Any help is appreciated!
 
when you get in the car and turn the key on, does you check engine light turn on?

just trying to verify the bulb isnt burned out or removed.

have you tried the manual "jump the connector/count the flashes" method of pulling the codes?

keep in mind, that "pulling the codes" on and eec 4 car is not the "be all end all solution" to diagnosis.

On my 95 it was hit or miss of the codes would set..
mostly egr codes or 02 codes were all I could depend on.

most all other codes didn't really point to a problem, they more times than not pointed to another sensor that was being effected by the actual problem..if that makes sense..it's hard to explain.
