The problem with any sort of national security act is this...
Imagine there is a room with two entities in it. One is "Personal Freedom" and the other is "Security". Either entity can occupy as much space as it wants in the room, however this comes at the expense of the other entity and it's space. National Security is a balancing act of these two ideals. Now of course there is always going to be some bozo who wants his agenda sandwiched in every bill that comes to vote. But that is why we vote for congressman every two years. We can go to the House of Representatives site and look up what our particular congressman voted for during a time period. Then we choose to keep him on the job...or fire his monkey ass.
So, that's my $0.02
