Passenger Seat Electrical Issues

On my 1998 LSC, the passenger seat circuit is blowing Maxi Fuse 18 (Passenger Seat Module, Passenger Lumbar, I/P fuse 12)
I pull the I/P fuse 12 (Passenger's Power and Heated Seats) and Maxi Fuse 18 still blows.
I disconnect the battery while replacing Maxi Fuse 18 and it still blows when reconnected.
I unplug the harness to the seat and it still blows Maxi Fuse 18 but not I/P Fuse 12.
What confuses me is Maxi Fuse 18 is rated at 30A and the I/P Fuse 12 is rated at 10A and there doesn't seem to be anything else on the circuit, I have no heated seats.
Help.

is that the fuse that's on the seat track? if it is im having the same issue, I just put a fuse adapter so that I don't have to take apart the seat just to replace the fuse.
