Can someone explain how the parking brake system works using the small lever in the console? Does it operate a solenoid that puls on cables etc???? Thinking I can adapt it for use on a kit car...

There's an electronic module in the trunk that controls a servo motor assembly mounted over the rear axle (under the car) that reels in and out a mechanical parking brake cable that pulls levers on the rear calipers. (The single cable from the motor assembly goes to an equalizer that distributes the pull force to two cables, one for each rear caliper.)
You likely won't ever be able to get this to work on anything other than a 2nd gen LS. The reason is that the electronic module talks to the ABS, PCM, Cluster, and maybe some other modules in the car via the CAN bus. It needs info from them to know when it is okay to apply and when it should release. I don't think it will do anything if it can't communicate.

BMW has an even more cool setup (and even more unlikely to be easily adaptable). They have a small servo motor on each rear caliper to apply the parking brake.
