OK, problem fixed. Had the same problem last year, removed the EGR valve cleaned the carbon off the moving shaft and reinstalled. Fixed problem for a year. This year got the same code, removed the EGR valve cleaned it out and same code appeared....So replaced the EGR valve, it was really bad after 17 years and 200k miles. Found one on EBAY for $23 so a no brainer there. Before installing the new EGR decided to check the throttle body EGR air passage. Used an air compressor to check flow and found no flow into the throttle body chamber. Removed the intake plastic tube and looked behind the throttle plate, and there it was, a huge mound of carbon over the air channel to the EGR valve. So I took a trusty wire coat hanger and scrapped off the carbon deposit, then carb cleaner to clean up. Applied air pressure again and got a good flow into the throttle body. Reinstalled everything and good to go!
