P0011 Error Code

My engine is a 2003 3.9l V8 that has always run very well until now. I got the the P0011 code and took the car to a mechanic for repairs. His fancy Snap-On OBD tool said to replace the VVT Solenoid which he did but the code came back on and the engine still runs rough (especially when the engine is cold).

Any thoughts on how to proceed?
 
It could be jumped timing (pretty unlikely on the 2nd gen), wrong oil weight (very wrong, maybe 10W40 instead of 5W20), mechanically failed VVT, wiring harness problem, or bad PCM.
 
Are you getting a bad rattle at engine start up... or any mechanical "knocking" sounds with the engine running... or duing rev-up/deceleration?
