Not getting power to fuse, windows, mirrors, seats, and locks don't work

Nothing on my door panel is working except my fuel door release. I looked in the owners manual and saw that all if the things i listed are in the same fuse. I used a test light and it was good in all fuses except #39. Yes I replaced the fuse.

Any ideas?
