Need some VLCM help!

Here's my dilemma. I purchased my MKVIII in oct of 2005. The previous owner had and an overheat issue, which the local garage could not fix. Instead, they jury rigged the a/c and jumpered the fuel pump circuit to work. They tried 2 vlcms,and a pcm. No help. I tried a used and new vlcm and remanufactured pcm, no help. I've check all of the power and ground points on the vlcm connector. Everything is as it should be. The only 2 things I'm not sure of are the scp data bus pins. I don't know if I'm reading them accurately. Has anyone had this kind of problem before? I'm just about ready to rewire the a/c with a relay and pressure switch, and bypass the stock control system. I need a/c. Any help would be appreciated.
 
Anybody have a problem with the vlcm not working, in which a replacement box didn't fix the problem?
