I have a 2002 Lincoln Town car Exec L Series and when i turned on the heat no air or ac could it be the blower motor ?

Can you hear the EATC clicking ? Run a self test on the unit. Sounds like the fan but need more context.

Yes it does click when i turn the knob up

A self-test of the EATC module will reveal nothing about the status of the HVAC blower motor and circuitry. You will need to troubleshoot the operation of the blower motor, BMSC (blower motor speed control) and associated wiring. It's also possible, but not probable, that the blower control within the EATC controller is FUBAR.

Start by checking fuse 2 and checking the blower motor by applying B+ and ground to it.
