my 98 navi suspesion issues with pics

This is how my navigator looks driving or parked at all times. I have no check sus light. Every once in awhile I heard a loud buzzing from under near the passenger side front fender, I assume that is the relay. I don't know if my pumps are bad or just the relay needs to be changed and also the front is as low as the back and mine is not a 4x4 so the front suspension should not be air ride. Those are 20inch rims. If anybody can help me out that would be great. I'm not sure what the issue or issues are with this suspension. Also what would be a alternative to the air suspension. I have a set of 24s that I would like to put on the car but I can't with my suspension problems. Thanks
 
You can buy a coil-spring conversion kit from a vendor like American Air Suspension. This would replace the inflatable air springs with traditional metal coils. I think it'll cost about $800 for the parts...

Are you sure that the load buzz isn't the air compressor kicking on?
Have you gotten out of the car to listen for escaping air?

I don't know much about the Navigator system, but I have had a Mark VIII for years, so I'm hoping that experience will aid me with the Navigator ownership.
 
the pump is behind the right headlight, open the hood, start the truck and go over to the pump and listen to it, put your hand on it see if it even works if it is working then it may be weak and cant lift the truck, and even the 4x4's have front air ride, our 98 did and so does our 01. the fronts are like an air assisted shock, not a rubber bag like the rears. also open the passenger front door and lean inside and look up under the very right lower corner of the dash near the kick panel and make sure your air ride switch hasnt been turned off.
