Anyone ever had this problem? if i go to 60 degrees it blows hot Air, if i set it to 90 it blows cold air, it backward how it ended that way dont know.
My 97 Mark VIII Heat work on low temp setting

Sounds like a blend door problem. Very common with gen 2's. more info here: http://www.markviii.org/LOD2/blend_door_repair.htm

i had that problem with one and it turned out to be the connections in back of the control unit were not hooked up properly-have you always had this problem, or did you just change it out? mine was a gen one, though, it was a long time ago and I don't remember specifics.
