Marrying cluster and PCM

Hi does anyone know of the cheapest scan tool That can marry the Cluster and PCM. Also does anyone know if the program FORSCAN extended license can do this marrying? I do know the forscan can program keys?

also does anyone know if FEM (front electric module needs to be married to the system?

Forscan is free (Windows version, extended license) and the adapter is $20. There is nothing else that is anywhere close to that in price.

Yes, Forscan can marry PATS to PCM.
No, the FEM does not need (and can't be) to be married to anything else in the car.

If you want to see what modules your car would ever need to be programmed if replaced take a look at

You enter your vin in and it will give you all the codes that get programmed into the modules. And far as I know forscan will do pretty much anything on most Ford cars besides flash a PCM.
