No, it actually has roughly .5" of clearance around the tank but the tabs on the side don’t fit around the frame channel (too narrow). We also just held them up; we want to try and bolt it on the cross member point and open the tabs up a bit. This was done on a 97.

Ah.. Just position it and use a floor jack to push it up, it is snug and will stay in place without the jack once "pressed". It should slide up unless there was some change in the width from 96-97.
