LR tail lights not working

Neither the tail light on the body nor the one on the trunk lid on the left side is working. I've gotten new bulbs. When tested with test light from a ground to each terminal there is power but there is no power across the 2. Also i can't find the fuse location listed anywhere. Any help please?

The positive wire is constant-on when the car is "awake". The car switches negative on and off.
