Is this a "glitch ballast"?

I picked this up today at the junkyard. I have seen the rear neon working on this car before he sold it for scrap. The car was very poorly cared for. I wouldn't even give him $500 for it. But imagine my surprise when this little beauty showed up behing the crappy fixture. Is this a glitch ballast, or someone else's work?
