Yes it will make the car go faster. ...but unless you change out the gears you will still top out at the same speed. You will get to the top speed quicker but its still the same speed...

You're entertaining a fallacy. Let's look at it this way. Factory stock, a car may have enough power to turn the engine 4500 RPM in high gear. It's 'topped-out' because there's not enough power to overcome the drag associated with going faster. Now take that same combination and make improvements in the engine such that it can overcome the various drag vectors and make possible turning 6000RPM in high gear. The car will go faster to a tune of the difference between 4500 and 6000. It will not be necessary to change the gears to go faster.:)
