imrc buttefly plating

Today i took my imrcs apart for a cleaning. To do so i had to heat up the screws holding the butterflies on as a couple of them stripped out. When i went to wire wheel the butterflies a layer of plating came off of them. It didn't come off of the one i didn't heat. Why are these plated? Can i reuse them if they are cleaned of any loose plating?
 
From what I understand they are coated (plated if you will) to help prevent build up of deposits. Somewhat similar to the special coating of the throttle body.
 
I wasn't sure if it was a layer of metal or something else that came off. These things are a pain to clean why couldn't these cars just have c heads from the factory.
 
I know they hadn't yet been made but other manufacturers were using tumble port designs, ford should have too.
