fuel pump problem

I have a 2000 lincoln ls i had a problem with my water pump so my car set for about 6 months well i just changed out my water pump and tried to start my car and my battery was dead got a new battery still wont start it cranks but wont start changed out the fuel filter still no start check the fuel pump dead now i got a new fuel pump on still no start there seems to be no gas pumping through the line cause when i try to start the car with the fuel filter disconnected no fuel pumps through what else could it be .
 
check this

fuse and relay in the trunk, the fuse usually blows on a bad fuel pump, next check the fuel cut off switch on driver side right kick panel, this must be in correct position, next check fuse on passengers right kick panel. you can swap out the horn relay in the front box with the fuel pump relay, both the same, try the horn with the fuel pump relay, if it honks, then relay ok, put it back.
