Fuel pressure at 20 should be at 40? 98 MKVIII

Hello all. Check engine light came on today and when I ran the scanner it came back with code: p0174. Runnin lean. When I looked online it said it can be from o2 sensors to fuel filter to vacuum lines... car runs but doesn't take off like it should (struggles after 3,000rpm). When I checked the fuel pressure it was at 20 and the factory standard was said to be 39-40 for the 98 marks. Was wondering if anyone here has had this problem before. I have 93 oct and 5w-30 oil in currently. Thank you
 
sounds like you need a pump or filter, or both.

filter is cheaper and a good idea anyway, start there.

pull the vacuum line off the regulator as well, if there is fuel coming out of it, its bad.
if not, probably not bad, but not guaranteed.
