Etc failsafe has me stumped 2005 LS 3.9

Just replaced all coils, plugs, tps, maf, throttle body, dccv, fuel pump. Car has 106k on it and and went into ect failsafe once about a year ago and was able to disconnect the battery and it all was well until about a week ago. The car has a sunroof leak on passenger side and the only code showing is one for small evap leak. When in failsafe mode forscan and other scanners won't communicate. After a while of turning it on and off it will come out of failsafe and start then scanner will connect. When in failsafe electric fan is running wide open, red light on the dash blinking, dash will have message about shifter and traction control, abs. When failsafe is off so is fan and other warnings ... Is my ecm gone bad... Any helpful information will be greatly appreciated as this is my daily. Thanks for y'all's time.

while I'm not a fan of throwing parts at it, I'll add the only other part I can think of is the gas pedal itself. It has 2 opposing position sensor outpouts to self-check accuracy. If one is off, it failsafes. I'd want to diagnose it correctly, but unfortunately, I don't have that information. The shop manual immediately points to the Powertain Control/Emissions Diagnostics (PC/ED) manual, which appears to be a book issued every year for all Ford models of a fuel type.
 
I appreciate the information and help I purchased a remanufactured PCM a couple days hopefully it will be here soon if the PCM doesn't work out I'll try replacing gas pedal. I forgot to mention that the car had a remote start added on before I bought the car it was the kind where you double press the the power lock on original remote and it would start the car I've since removed it before ordering the PCM at least I think I've removed all of it. Was to small boxes behind the column
