I remember back when I owned an older Ford Porduct that the EEC-IV has a self test with key on engine off (KOEO) AND key on engine running (KOER). I followed these directions:

http://www.shophoenixproject.com/eec/eec.htm

Yes I know it's a SHO site but it should work on any ECC-IV Ford, Lincoln, or Mercury.

So I tried it on my Mark and It did the KOEO test fine - gave me a code 522

When I turned the key it did not go to any of the tests it should (advance timing, running trouble codes, cylinder balance test).

Does the Mark 8 not have the KOER tests? How long does it normally take to kick in if it does?

the mark does have the koer test. I made a thread about not having the self test plug also

I certainly have the self test plug. I know what it looks like and it's the same on all fords, Lincolns and mercurys. It does the KOEO test alright, but does not do a KOER test.

KOER test can be a lil tricky to get started sometimes. You need to press the brake pedal after the ID code, and turn the steering wheel 1/2 way becasue of the PSP switch and cycle the TCS button. If you get a single pulse/beep then you need to give it a wot shot of gas...

I've also read that some testers will not display KOER codes if any KOEO codes are present...
