Cooling fan issue still unresolved

I have replaced a 60 amp fuse under the carpet to get the cooling fan on. the fan now has 12+ volts to it constant. How ever it is still not coming on. As for the second connector, the small wire connector, it has 12+ volts to the red wire and 0 volts to the white blue wire. temp got to 222, fan did not come on. the fan was replaced with another fan from parts yard, it may be bad but how to check it? again any help is appreciated.
 
The Red/Yellow wire is motor power to the fan.
The Green/Yellow wire is controller power to the fan.
The Black/Yellow wire is ground to the motor and the controller.
The White/Black wire is the fan speed control signal from the PCM. It is PWM and will always pulse when the PCM is operating.

If you have +12V on the Red/Yellow and the Green/Yellow, and 0V on the Black/Yellow, and the White/Black is disconnected (or the PCM is unpowered), the fan should go into failsafe mode and run at full speed.

Your fuse was blown for a reason, and that reason might be a failure in the fan.
