The guy who owns it lives up in West Palm Beach I've seen the car there a few times. He was even in the one of the local papers a few years back. It seems some group was trying to make him get a new plate saying it was obscene he argue that since it was a standard state issued plate he should not have to replace it and the state agreed.

Yep standard random computer generated state issue.

It's just a bad combination of a font thats 5's look like S's and our perverted minds that see a O instead of a orange.
