Caliper piston not Giving full pressure on the pads

my outter brake pad is alittle loose, could this be from not enough pressure in the system? my brake fluid level is low, but the other 3 wheels brakes are tight, could filling the fluid level back and pumping the brakes to build pressure fix the loose pad?
