Go to Harbor Freight and get a set of ratcheting box end wrenches... and a bolt extractor set.
The combo above should give you some extra clearance... since the extractor slips into the ratcheting wrench.
This way... there is no bulky ratchet head getting in the way.
The previous owner probably didn't have the right metric sized wrench... or the bolts were/are siezed up and need a little heat from a propane torch.
