Those do NOT look counter sunk. Those look like removal threaded helper holes to me. You can see imprint of where rim covers those holes, if so they have to be countersunk.

In order to remove a stuck rotor, you thread two 5/16 coarse SAE bolts into those threaded holes on the rotor, clean up the threads with Liguid Wrench, then alternate tightening until the rotor is forced off in a gentle manor. All without beating a BFH on the wheel bearings and races of the hub assembly.
In addition the ABS cog must be cleaned of the iron residue and oil/grease. This will eliminate pulsing in the ABS sensor, due to an iron contamination of the magnetic sensor, and causing false outputs to the computer. Thank you, for the chance to save people time and give confidence instead of bravado.
And if I had this information the job would be done by now.

I have new Summit slotted and drilled rotors with Powerstop Evolution Ceramic pads on the front. The back set would not fit because the pads were too thick and the originals had not worn down at all in 80K miles, so back on they went.
