Brake Pad loose?

Hey guys now i know very little about brakes, never changed them myself. For a while now i've been trying to track down this noise i get at low speeds say under 30mph. As soon as i brake, even lightly, the noise stops. It is a metal to metal clacking type noise.

I went to pep boys, bought jack stands/jack which i needed anyway to change my oil, jacked up and secured the rear and took off the rear passenger wheel. I noticed that the outside brake pad is loose. You can move the outside pad with your finger, it slides up and down/left and right etc. How do i secure the pad so it's not clanking on the rotor when i'm driving?

PS i did check all the rotors and pads also, they all look to be pretty good as far as wear is concerned, they got good "meat" left to em lol.
 
Hmmm.... clicking? Does it speed up and slow down with the vehicle speed?

I'd be inclined to think it is the dust sheild rubbing on hitting something...
 
clean up caliper slides and lightly neversieze them, inspect and or replace the spring clips if installed, reinstall and pump up the brakes before moving car. The caliper should retract slightly to let the rotor turn but there should be some drag which will prevent the rattle. We used to put rubber bands on them in the old days!! ( factory fix)
