Japanese Replacement Engines
Used engines imported from Japan can be used as replacement engines as long as the engine being used has been identified as functionally identical to the original engine. Please refer to the engine importers catalogue to determine if a replacement engine is legal for installation in your vehicle.

The engine must be the same year or newer than the vehicle.

But this I didn't know that had been added. It didn't used to be that way because when my 79' blazer throw a rod bearing I tried to get it smog exempt but the local smog ref told me it wouldn't happen because they go off whichever is newer.

My cousin-in-law now works there I'll have to ask him about it next time I see it.

Wisconsin has Hobbyist plates for cars that have been "altered" this way. Not sure the rules but I think it would apply.
 
I almost did just that, now I know it will fit, I might find one to do that to, the thing is unless highly modded it would be slower, that looks like a 70's era engine with a 4 bbl probably about 180 to the tires and a 3 speed, tho a 5 speed 347 with aluminum heads is more like what I would build, here in central IL there is no emissions at all, or inspections, My daily driver(warm weather) is a 90 mustang w/ a 351w carbed and had a vortech supercharger blowing thru the carb. It actually is a daily driver 10 second car, well 10.80's still gets 20 mpg on highway
 
Yes depending on where you live it doesn't always matter.

I agree likely slower, probably even a dog. 180 if lucky. Asumming it is what it looks like, a old school 302.
