anyone know if 94-96 cruise control switch will fit 98 Mark VIII?

No the cruise control switchs in the steering wheel.

Gen 2 have lights and I'm pretty sure shaped completely different than Gen 1.

95-98 will interchange. I have 98 switches in my 95.

93-94 will fit but the wiring is different.
