He/She lives on a dirt road? Or visits someone who does quite often? The dirt on the seats doesn't appear to show any patterns of wear like you would see if the dirt had rubbed off of the pants of passengers.
The floor mats are wet in the "before" pic making them look dirtier than they really are. Overall I don't see that car as being all that bad. Just looks like they like to ride with the windows down.
At least they don't have kids!
