Well, if you did any reading or searching of this site, you wouldn't have to wait for someone to reply.
Yes, in fact this is a somewhat common failure.
Checking it with a meter will do no good, since it's the mechanical part of the valve that fails, not the electrical part.

Looks like the power steering rack.....

The actuator on the power steering rack adjusts power steering boost (steering effort).
The actuator on the hydraulic fan system adjusts fan speed.
