A Question about a 95 TownCar.

Ok I bought this 95 TownCar and love it. But I was wondering if anyone could help me figure this out. On front quarter panels there are stickers (or badges I guess you could say) that says Presidential and have an Eagle with stars around it. I have no idea what this is supposed to mean because it’s not a level of trim that I could find online (It does say signature series on the back small windows however). On my carfax report it said it was a fleet car in its past life so I don’t know if this was the name of the company or something along those lines. I wish I could take a picture of it so everyone could get a better idea but tragically my car was hit and these needed to be removed and the new parts didn’t have them. I thank you for your help.

It's a dealer added package just to really entice the buyer, usually that "package" includes a fake convertable top.
 
That does sound right. My car has a tan carrage top which looks really sharp with the light red paint job.
