2000 lincoln ls-very frustrated

I am the proud owner of a 2000 lincoln ls. To make a long story short we had the trans rebuilt about 4 months ago. All seemed well until a few weeks ago when I started having idling problems. It would idle so fast in lower gears that I just had to keep my foot on the brake. While experiencing this if you would stop and place in park it will shoot up to over 2000 rpms. We took it in and had the idle control control valve replaced. I picked it up yesterday thinking all was right with the world. WRONG!! Our mechanic lives out in the country so when I left and was buzzing down the hiway all was ok. I got into town and it was idling so fast I couldn't keep it slowed down. I was dong some errands so by the time I had gone into 3 different places it still continued to do this. Each time I placed it into park it would shhot up over 2000 again. I could tap the gas pedal and it would drop down to normal. But on take off again same old deal. I drove it back to the mechanics and left it. Our mechaic is very knowledgeable and has gone to all lenghts to help us with this. My husband and I (and the mechanic) are out of ideas. Any help would be super appreciated.
 
Unfortunately, no. They're usually pretty cheap though (around $50 if you go genuine Ford).
 
It's not the TPS, it's the IAC. It can be cleaned or replaced.
