That's because the EPA dropped their SST test. Believe it or not, the reason for the 2nd gear start in the 1st generation was to avoid the gas-guzzler tax.

The LS has ALWAYS started in 1st in D4 or D5. Only in SST mode do you need >60% throttle input to access 1st. Then 1st is always available until you stop, then you need to give >60% throttle to access 1st again.

Stock Gen1 should be high 6 to low 7.
Stock Gen2 low to high 6.
