Try a new key. High mileage leads to worn down keys. Your key may not be hitting the tumblers correctly anymore. Do not get a copy of the current key. Go to the dealer and have them check the Ford computer to get the key code that matches your car. They will cut a key from that code.

Problem solved. I had a broken wire under the passenger fender. It was DLC plug pin #10, SCP Bus -, Blue/Red wire. This wire causes problems with other systems as well. I currently have no warnings on the car and the car passed state emissions.:)

Somebody here must have had this happen to one of their cars at some point. This is a stock car with no aftermarket changes done at all, or EVER. The OBD connector under the dash will not allow any code reader or the state emissions inspection computer read the car.
